Transition in Crisis

President-elect Joe Biden is taking office as America faces its worst health crisis in a century, similar to twelve years ago when he entered the White House as Vice President during an economic crisis. Melody Barnes knows what it was like. Barnes was on the Obama transition team in 2009. She is also a professor of practice and the co-director for policy and public affairs of the Democracy Institute at the University of Virginia.
