That’s Plan A. Plan B is to repeal Obamacare and work on a replacement later. Republicans are struggling to get support for that, too. So, Plan C appears to be what President Trump has touted many times on Twitter - just let Obamacare fail on its own and Republicans and Democrats will have no choice but to come together and fix things.  Is Obamacare really destined to collapse? And why are Republicans having such a hard time agreeing on a plan to replace it?
