The 2020 election set a record for voter turnout in the US – presidential elections bring us out to the polls. In between those major elections, you’ve got state and local races where turnout is much, much lower. Abysmally low, often. How does that shape the politics of a city’s policy? Research co-authored by Brigham Young University political scientist Adam Dynes suggests that off-year city elections provide an opening for well-organized groups to influence local policy in ways the general community might not agree with.
