Guest: Bill Conerly, Ph.D., Economist  By CNN’s tally, the American stock market lost more than two trillion dollars of value in less than a week. Monday was particularly angst-inducing for traders as Dow Jones Industrial average lost an unprecedented 1089 points within minutes of the market opening. But yesterday and today, things improved so much that the Dow got back everything it lost.

However, a study conducted by researchers at Oregon State University and Public Policy Institute of California shows that increased enforcement along the border has led to changes in where Mexicans head once they arrive in the US.

They’re less than 10-percent of the total inmate population. But they’re a rapidly-growing segment. Criminal justice expert Emily Salisbury says too many prisons are unprepared to deal well with female inmates. Salisbury’s research focuses on developing gender-appropriate prison facilities and programs.

That’s good news for cities implementing mandatory restrictions to deal with the state’s worst drought in a millennium.  The cut-backs have wrought a conspicuous change to California’s once-verdant neighborhoods. Many lawns are now the color of straw. Many are simply gone, as homeowners take advantage of cash incentives to rip out their turf.
