America cannot go to war unless Congress authorizes it. That’s in the Constitution. But in reality, Congress has rarely – these last 30 years – taken a vote to start or end a war. Rather, they’ve left it to presidents to expand America’s global conflicts. Most recently, Presidents Trump and Biden made the decision to leave Afghanistan. Why aren’t members of Congress taking the lead on such important issues when it’s their job? Gerald Warburg has been asking members of Congress that question. He’s a professor at the University of Virginia’s Frank Batten School of Leadership and Public Policy and previously worked as a legislative assistant to members of the House and Senate.
