Congress Foreign PolicyTop of Mind with Julie Rose • Season 1, Episode 1539, Segment 5
Feb 22, 2021 • 18m
The Constitution states that America cannot go to war unless Congress authorizes it. But, in reality, Congress has rarely taken a vote to start or end a war. Rather, they’ve left it to presidents to expand America’s global conflicts. Gerald Warburg–a professor at the University of Virginia’s Frank Batten School of Leadership and Public Policy–explores why this is the case.
