Even though the Democrats have a majority in the Senate (with Vice President Kamala Harris's tie-breaking vote), most bills passed in the Senate takes 60 votes–not 51. With such a slim margin, Republicans want to keep the filibuster rule intact. But Senate Majority Leader Chuck Schumer would not give that promise.
